Optional moderation for API submissions with trusted/untrusted flag

Add an option to apply ProductLift's moderation to posts submitted through the API, with a flag in the request to distinguish between trusted and untrusted sources. This would allow us to skip moderation for internal submissions while still protecting against spam from user-generated API submissions.
